Well, one notch on the scroll wheel = one page line

Never heard of that happening. Though I haven't gone near Ubuntu since before they went with Gnome.
Maybe there's a tweak in Ubuntu-Tweaks or you could force it with IMWheel or Xinput.

If it's wireless it might be a dongle dangle issue according to this post.

Here's a possible software fix.

I feel I know Ubuntu quite well now after 6 hours of it refusing to boot only to find out it was a VM issue in the bios, then having it randomly freeze every time I opened terminal....still it seems quite stable now

I've had an Arch system not open a gnome-terminal when I don't have the proper locale set up. An Ubuntu set-up shouldn't have these issues though.

edit: I'm on KDE right now, if you're asking.

It's good for basic stuff. I use it at work but plan to switch when I can find time to suss it out.

I can get rhel for free so I'll likely go that road.

If it's a browser page scrolling speed, then maybe here's an answer

If it's a website (example) that you need to design, then maybe this is the answer

After resetting my bios I reinstalled and it took 10 minutes still the fuck ups taught me a lot, totally hooked now I've had more fun with this in 2 days than I did with windows in the last 24 years

Which one are you using? I picked up a half decent laptop this afternoon so I have something to compare against ubuntu on my desktop.
