Running a canal of sea water through a green house to desalinate water is an amazing idea.  East part of California is dirt cheap with low population.  Sea water could be piped up from the Gulf of Mexico to the Salton Sea then piped out to thousands of green houses in the desert.  If each green house was chained together both in supply, return and evaporation collections the available water for crops would eclipse what is current use in San Diego just to water the land scapping.

We could build several large rows of artifical islands off the coast of Louisiana, Florida, North and South Caroline with retractable green houses that could double as huricane storme surge barriers while providing crop lands.  Crops would be if hit by a storm but because of the greenhouse enviroment growing seasons could be shifted to peak before the storm season to reduce lost.

So how does some poor uneducated broke ass guy like me get a group of rich bastards to pony up some spare cash to do a small scale proof of concept based off some elses great idea so I can sponge just enough money off the top to buy a nice house in an over priced area and help the planed and the people at the same time?

All good until the radical environmentalists target you for destroying ecosystems. My liberal town is tearing down all the dams along Town Brook instead of putting in hydro-power, the best minimally carbon producing and reliable non-nucler power source ever discovered.
